Finances do not tolerate fuss. This is what you remember immediately, as soon as you get to the Military University of Finance and Economics. The mighty columns of the building, decorated with stucco at the top, reliably support the high vaults of the ceiling, creating a sense of thoroughness and reliability for every visitor to this unique military educational institution, from the walls of which, by the way, more than 100 generals came out. It probably can't be any other way - here in the classrooms, the future elite of the financial and economic service of the Russian Army of the XXI century is diligently studying textbooks and notes, "heating up" computers-an army with developed economic incentives for recruiting, influencing the quality and effectiveness of military labor.

The university is headed by Associate Professor Colonel Alexey Orlov, for whom the training of personnel in the financial and economic service has become a life's work.

Alexey Ivanovich was born in a working-class family in Kasimov, Ryazan Region, a year after the end of the Great Patriotic War. There he graduated from the school and the local industrial technical school with a degree in "ferrous and non - ferrous metal production technician". He was assigned to a machine-building plant in the village of Nekrasovskoye, Yaroslavl region, where he began his career as a master of the foundry. Soon, the young specialist was noticed and sent to a site with a higher measure of responsibility - he began working as a process engineer. And this is at the age of 18!

It's time to join the army. Alexey was summoned by the military commissar of the district and offered to enter a military school. Yaroslavl Financial District. And soon he became a cadet. For 33 years, I have served in various parts of the country and abroad. And during all this time, he never regretted the path of a financial officer chosen in 1965. No matter how hard it was when he was a lieutenant and no matter how difficult it was for him-the head of the only military educational institution in the Armed Forces now. By the way, the current lack of money is a difficult problem even for a financial university.

Alexey Ivanovich is probably always saved by the fact that in any position he invests a part of his own soul into the task entrusted to him, not even allowing the thought that his "economy" may receive a rating below a good one. The officer is used to constantly, persistently engage in self-education.

This was the case in Germany, where a young lieutenant took over the affairs of the battalion's chief of finance and within 3 years became the chief of finance of the regiment. (From this position, in 1974, he entered the Military Finance and Economics Department at the Moscow Financial Institute.)

- To be honest, - Alexey Ivanovich smiles, - in the army, I was always lucky to have senior managers who were educators by vocation. I remember with gratitude Colonel Anatoly Ivanovich Afanasyev, Lieutenant Colonel Vladimir Stepanovich Zagorodnov, and the commander of the association, Colonel-General Igor Mikhailovich Dmitriev. I will never forget those who taught teaching art when I became a teacher at the Yaroslavl School in 1982 - the head of the department, Colonel Nikolai Vorobyov, and Colonel Vasily Ivanovich Bondar. The most honest, deeply decent people. And real professionals.

Alexey Ivanovich worked as a teacher for almost 10 years, having completed an adjunct course during this time. From the school, he was transferred as a teacher to the Military Finance and Economics Faculty, where later he became the head of the course, deputy head of the faculty and now heads the university.

What was the main thing in his work during these years? First of all, the measure of responsibility for decisions made has increased. For him, there are simply no secondary issues in the training of highly qualified financial officers. Everything is important here: academic and educational work, timely provision of students with clothing, solving problems with the payment of monetary allowances...

"But the main wealth of the unique alma mater," says Colonel Orlov, " is the people who serve and work here-professors Semyon Mikhailovich Ermakov, Gennady Pavlovich Zhukov and others.

Today, future financiers are trained by 6 doctors and 70 candidates of sciences. The Doctoral Dissertation Council is actively functioning, where 3 doctoral and more than 30 PhD theses have been defended in recent years. The Financial Academy, headed by Professor Alla Gryaznova, also provides serious assistance in training high-class professionals.

The new economic conditions in which the Armed Forces are now performing their tasks have also required new approaches to training officers in the financial and economic service. In connection with the transition to cost accounting, which allows you to accurately answer the question - how much does a particular decision of the commander cost, the Department of Accounting was created for the first time. The Research Center for Military-Economic Justifications, which successfully operates here, examines the problems of financial and economic support for military reform measures, the transition of the Armed Forces to financing through the treasury.

The implementation of the developed concept of state control in the country, for example, sharply raises the issue of officers mastering the basics of financial and economic and labor law, economic and legal regulation of relations with suppliers of goods and services. It has developed a textbook on the economics of industrial production in the Ministry of Defense, textbooks on the economics of the Armed Forces, military financial informatics, and accounting in the Bank of Russia system.

...When our meeting was over, Colonel Orlov said: "Do you know what I dream of? So that the current students will learn from these walls the main lesson-never give up in the face of difficulties, do not drop the honor of an officer. Difficulties are temporary. They come and go. And Russia's army has always been, is, and will continue to be."
