ГАРРЕТТ, М. Генеральные штаты 1789 года. Вопрос о их составе и организации.

Книга Гарретта - не сухой трактат, посвященный чисто формальному анализу состава и организации Генеральных штатов, достаточно изученному в работах Cheret, Carre, Wahl и по публикациям документов Бретта, а яркая и живая картина предсмертной борьбы привилегированных феодальных классов Франции за сохранение своих исключительных прав и борьбы молодой и созревшей буржуазии за политическую власть, соответствующую ее выросшему экономическому значению.

Гарретт изучает эту борьбу на богатом материале Национального архива и материале политических трактатов, брошюр и памфлетов¹ , дождем полившихся в ответ на королевский призыв 5 июля 1788 г. высказаться о способе представительства интересов нации в созываемых Генеральных штатах.

Совершенно особый интерес представляет обнаруженное автором среди сотен памфлетов, относящихся к 1789 г., секретное, шифрованное руководство главному министру - архиепископу Санскому (Бриенну) - от июня 1788 г., своего рода план действий, направленных на то, чтобы сломить оппозицию ("Plan de conduite donne a l'areheveque de Sens, principal ministre, au mois de join 1788, dont l'original en chiffre a ete trouve chez lui"). Анализируя этот документ и сопоставляя его с конкретными мероприятиями Бриенна этого периода в главе "Divide et impera", автор вскрывает все коварные расчеты правительства, лицемерно предоставившего широкому обсуждению вопрос об организации Штатов исключительно в целях сорвать их, натравив одно сословие на другое.

План этот, как известно, провалился, и, наоборот, открытое и лихорадочное обсуждение в печати общих политических и вполне конкретных вопросов о количественном соотношении представителей третьего и других сословий, о совместных или раздельных их заседаниях, поголовном или посословном голосовании, о национальном бюджете, о более справедливом распределении бремени обложения и т. д. оказалось прекрасной подготовкой к превращению Генеральных штатов в Национальное собрание и к проведению через него в результате выступлений народных масс ряда важнейших революционных мероприятий. Большое значение в деле выработки регламента избирательной кампании имело второе собрание нотаблей, что Гарретту удалось впервые установить с достаточной четкостью.
