- We are waiting for the adoption of the Federal Law "On the reform of military courts". Because only on the basis of the law will we have the right to change the name with all the ensuing consequences. But first it must be adopted by the State Duma, approved by the Federation Council, and then only by presidential decree will the military court of the new Siberian Military District be created.
Military courts are formed, transferred, and liquidated only on the basis of Federal Law.
- That is, now the military courts of the Trans-Baikal and Siberian military districts continue to function separately. But are there any preparatory measures being taken to unite them?
"Yes, of course. We'll stay right here. Let's change the sign. Everyone will be presented to the President for a new appointment, everyone will pass through his decree, including me. Naturally, the states will expand, and it is planned to create a permanent session of the district military court in Novosibirsk, which is unique for our Armed Forces, so that cases are not brought here to Chita. This is due to the presence of a large service area.
- Then please tell us what cases are most often considered by the military courts of the former ZabVO?
- Well, mostly, of course, due to the lack of housing. This is the most painful question.
The next block of problems is violations of the procedure for dismissal from military service. For example, an officer is on vacation, and the command requires him to go on duty in connection with some organizational event. He didn't come out. He was immediately charged three times, submitted to the reserve for dismissal and dismissed. We, having understood, reversed these decisions and reinstated the officer in military service. By the way, we receive a lot of appeals against illegally imposed penalties.
- In other words, complaints about illegal actions of the command and military management bodies predominate?
- yes. In percentage terms, these complaints are the most common. By the way, we also restored generals to military service. Once, for example, a plane crashed, and immediately followed the decision of the commander - in-chief-to remove from office, dismiss the commander of the air army and the chief of staff. But then we reviewed the complaint, dealt with the law, and the decision was canceled.
- And what is the nature of the criminal cases you are considering?
- Now cases of theft of other people's property are very common: both state and personal. There are isolated cases of weapons theft, but there is no tendency to increase them. The total number of cases of hazing remains roughly the same from year to year. In short, among other types of crimes, theft of other people's property has a pronounced upward trend. Most disturbing of all is that along with soldiers and warrant officers, officers are increasingly becoming the "heroes" of such crimes.
- Alexander Grigoryevich, and what are you doing to prevent crimes?
- We are very actively carrying out preventive work. First of all, of course, these are demonstrative trials. We strongly support courts traveling to specific parts of the country. Not in all cases, of course, but in the most interesting ones. So, at the end of each week, all the information from the garrison courts flows to us: we are aware of what cases will be considered in the units. After that, together with the Department of educational work of the district, according to the instructions of the commander, we connect this information. Then the commanders are guided on how to properly organize the trial. It is gratifying that today the command of all levels is interested in conducting such processes. Therefore, our dual controls allow us to improve this form of work. On the other hand, we regularly speak to various categories of military personnel in our units, as well as with publications in the district newspaper.
- Previously, there was such a thing as universal legal education...
- We still have it today. For example, we record demonstration trials on videotape, then, thanks to the assistance of the district's press service, we show them on a military TV channel and cover them in the press. We have very close contact with the district media. Especially in terms of explaining various aspects of legislation and legal education in general.
