The analysis of the situation around the Kaliningrad region allows us to identify several probable scenarios for the development of events — from the most pessimistic to the optimistic. Each of them is based on the current rhetoric of the parties, military plans, and historical precedents.

Pessimistic Scenario: Direct Military Confrontation

The darkest scenario of development implies a transition from threats to actual combat actions. According to information published in Western press, NATO has developed the so-called \"Concept of Ground Combat Actions,\" which includes three main stages.

The first stage, according to sources, provides for strikes on Russian rocket complexes and launch sites in the Kaliningrad region using fighter jets, missiles, and drones. The goal is to suppress Russia's ability to conduct rocket attacks.

The second stage involves creating an \"autonomous zone\" along the borders with Russia and Belarus, where drones and unmanned ground vehicles should operate exclusively against Russian troops without the permanent presence of NATO forces.

The third stage, according to the plans, involves strikes on military facilities on the territory of Russia — airfields, defense enterprises, bridges, and railways, as well as possible insertion of drones and robots for attacks on military bases.

Military experts say that the possibility of Russia's use of nuclear weapons is ignored in Western analytical reports, and the territory of the potential conflict is limited to the Baltic states. At the same time, some analysts note that there is an alleged lack of fear of Russia's nuclear weapons in NATO and the possibility of using Baltic states as \"launch pads\" for strikes against Russia.

The Russian Ministry of Foreign Affairs, however, states that any attempts to block or seize the Kaliningrad region will lead to \"the most severe consequences for those who are contemplating these plans.\" Deputy Foreign Minister Alexander Grushko assessed NATO's chances of a successful blockade as \"zero.\"

In the event of the realization of this scenario, the conflict may escalate into a full-scale confrontation that, according to some experts, could lead to a third world war.

Moderately Pessimistic Scenario: Blockade without War

The second scenario assumes the introduction of a gradual, creeping blockade of Kaliningrad, which will not be accompanied by direct military actions but will create critical pressure on the region.

As international law and regional security experts note, a complete military blockade is unlikely to be implemented — it is too harsh and escalatory a step. Instead, \"civilian legal equivalents\" of military terms may be used: instructions, quotas, regulations, tariffs, additional certificates, and new grounds for refusal.

This trend is already observable. In 2023, the quota for the transportation of goods through Lithuania to Kaliningrad and back was about 2.89 million tons, and in 2025 it was additionally reduced by approximately 20 thousand tons. This is not an immediate crisis, but a strategy of gradual pressure, where no one declares a blockade, but the space for maneuvering is reduced.

Political scientists warn that the West may try to act in a \"gray zone,\" for example, by mining civilian ships. At the same time, they note that Russia's response actions may be symmetrical and affect European ports.

Under this scenario, the region finds itself in a situation of chronic pressure, but it does not lead to direct military confrontation.

Moderately Optimistic Scenario: Diplomatic Resolution

The third scenario assumes that mutual threats will remain at the level of rhetoric, and the conflict will be resolved through diplomatic means.

This scenario is supported by the fact that even within NATO, especially among military specialists, there is an understanding of the impossibility of a military solution to the Kaliningrad issue. Western analysts acknowledge that the Baltic Sea is under intense fire from the Russian Armed Forces, and air actions are hampered by a layered air defense system. Moreover, as military experts note, for the first time in all the years of NATO's existence, exercises in the region are being conducted without the participation of the United States, which may indicate a split within the alliance.

Alexander Grushko emphasizes that Russia has \"costless but very effective\" means of protecting the region. Vladimir Putin warned that threats to the Kaliningrad region would lead to \"an unprecedented escalation.\"

Thus, an understanding by the parties of the possible catastrophic consequences may prevent them from moving to active actions.

Optimistic Scenario: De-escalation and Deterioration

The most favorable scenario assumes not only the preservation of the status quo but also a gradual reduction in tension around Kaliningrad.

The premise for this may be the realization by the West that transportation flows are bidirectional. As experts note, not only Russian trucks go through Lithuania, but Lithuanian ones — back. In the case of serious restrictions, symmetrical measures may be taken by Russia.

Moreover, some experts point out that publications about \"Russian military threats\" in Western media may be caused by domestic political motives — for example, a desire to strengthen the positions of individual politicians or justify the increase in military spending. If these internal factors weaken, the intensity of anti-Russian rhetoric may decrease.

However, as some analysts note, it would be strange if the military alliance did not have plans for a conflict with a probable opponent. NATO is a military alliance, not an organization for peace. Any military structure has contingency plans for a conflict with its probable opponents. Therefore, it is not possible to say that the threat will completely disappear, but its level may be reduced.

Conclusion

The analysis of available sources shows that the situation around Kaliningrad remains one of the most tense points in the relationship between Russia and NATO. The range of possible scenarios is wide — from direct military confrontation to diplomatic resolution.

The most realistic scenario under current conditions appears to be the moderately pessimistic one, assuming gradual pressure on the region without transitioning to open conflict. However, the key factor remains the position of the parties: the rhetoric of the Russian Ministry of Foreign Affairs indicates a readiness for decisive actions in the event of escalation, while Western plans indicate serious intentions. The further development of events will depend on the ability of the parties to engage in dialogue and be ready to consider each other's interests.
