With the development of society, the importance of publishing is becoming more and more noticeable. For its development in the right direction, the Milli Majlis of the Republic of Azerbaijan adopted the draft law "On Publishing". The improvement of book publishing, in turn, will have an impact on the purposeful formation of library collections in the republic.

There are about 3 million copies in the universal collections of the Central Scientific Library of the National Academy of Sciences of Azerbaijan. books in 50 languages of the peoples of the world are literature acquired on the basis of a mandatory copy, purchase, international book exchange and received as a gift. At present, the National Library of the Russian Academy of Sciences and its network of libraries hold more than 1 million foreign literature publications, mostly obtained through international book exchange (ICO).

The history of participation of the National Library of the National Academy of Sciences of Azerbaijan in the MKO is closely connected with the formation and development of the Academy of Sciences of the Republic. The exchange of printed materials was established with 110 scientific institutions of the USSR and libraries of foreign countries. By 1935, their number had reached 150, including organizations from the United States, Portugal, England, Turkey, Iran, Denmark, Sweden, France and other countries. Numerous letters received by the Azerbaijan branch of the USSR Academy of Sciences from different countries indicate the great interest of foreign scientists in the scientific work that was conducted in Azerbaijan and in the scientific works that are coming out of print. The library's exchange fund was consistently replenished. In 1937, it carried out book exchange with more than 400 Soviet and foreign scientific institutions and organizations, as well as with individual scientists, and received about 1,000 copies. foreign and 1500 copies of domestic publications.

Since 1956, the library acquired the right to independently conduct international book exchange, which had previously been conducted centrally through the BAN of the USSR, which created problems for the National Library in the development of international relations and limited its initiative.

In the 60s, there was an active growth in the volume of MKO. The National Library's international book exchange flourished at the beginning of the 1980s - the library had 595 foreign partners in 52 countries: the USA, Great Britain, Japan, Germany, etc.

However, the most reliable and permanent partners in MKO in the 80s were in the republics of the USSR: The National Welfare Fund collaborated with 189 republican organizations. The exchange fund of MKO was constantly replenished with new documents. Foreign partners showed considerable interest in scientific works and collections, so when completing the exchange fund, special attention was paid to these documents, for example, printed products of the Elm publishing House (Science) of the Academy of Sciences of Azerbaijan. Most of the literature was sent by orders of foreign partners. More than 214 organizations annually received journals of the Academy of Sciences of the Republic: "Reports of the Academy of Sciences of the Republic of Tatarstan".

Since the mid-1980s, there have been crisis trends in the development of international book exchange. Due to the constant increase in prices for printed products on the world market, budget cuts, and the rise in the cost of postal items, the number of exchange agreements has decreased. Like many other libraries, the Central Library does not receive foreign currency funds from the budget for the purchase of foreign publications. As a result, almost all foreign literature comes to the library only through book exchange, although in the so-called stagnant years, the main source of acquisition of funds remained currency subscriptions.

Until the early 1990s, the Central Bank had sufficient foreign currency funds. The library annually received about 100 thousand copies. publications of new scientific literature. The National Library of Science received from different countries 13-15 thousand titles of monographs, dissertations, scientific papers, collections on the main thematic areas of scientific research of the Academy of Sciences of the Republic. During this period, the library conducted exchanges with more than 500 scientific institutions from 55 countries of the world, continuing to replenish its fund.

The disruption of the unified information system in the former Soviet Union in the early 1990s had a negative impact on the library's efficiency in obtaining scientific information necessary for conducting research at the Academy of Sciences. International relations of the library were disrupted during this period, the number of visitors to the library by researchers decreased, etc.

In the late 1990s and early 2000s, the National Library management took a number of important measures to improve the library's activities in all areas. The first priority was given to the development of information potential, expansion of international relations and international book exchange.

Under the conditions of Azerbaijan's independence, the National Welfare Fund has great opportunities. The library successfully cooperates with international foundations and organizations operating in the republic, expands international contacts and international book exchange.

Currently, being the center of international book exchange in the republic, the National Library of National Welfare actively corresponds with foreign partners. It has established book exchange with 600 organizations, scientific institutions and libraries, information centers, societies, associations, publishing houses, editorial offices and individual figures of science and culture in 63 countries of the world: USA, Canada, England, France, Germany, Italy, Sweden, Japan, Austria, Turkey, etc. Thus, in 1994-2004, the library received 35,859 copies of the MKO. publications of foreign literature.

The National Welfare Fund establishes business contacts with representatives of embassies of foreign countries in Azerbaijan (Russia, USA, Turkey, Iran, Iraq, Saudi Arabia, etc.). The library has created a "Hall of Azerbaijani-French scientific and cultural relations", equipped with a computer, TV and other equipment obtained from the cultural department of the French Embassy in Azerbaijan. In addition, literature worth 1,000 euros was received from France: encyclopedic publications, dictionaries, methodological materials on librarianship, etc. The Embassy of Saudi Arabia donated 600 copies of valuable books in Arabic, French,and English. The German Research Society sent a reference book on chemistry by Leopold Gmelin.

In recent years, the National Library has also restored book exchange with organizations of the CIS countries. The most active partners of the National Welfare Fund for Small and medium-sized enterprises from the CIS countries are:: BEN RAS, VINITI, V. I. Vernadsky National Library of Ukraine, Y. Kolas National Library of the National Academy of Sciences of Belarus, Latvian Academic Library, Fundamental Library of the Academy of Sciences of the Republic of Uzbekistan, etc. Thus, according to the order of the Presidium of the Russian Academy of Sciences (1997), BEN regularly sends us scientific journals on social and natural sciences. At the beginning of 2005, 1,143 copies were received from this library. periodicals. In 1999, the Central Library was connected to the megaproject "Pushkin Library", for which it received 1000 copies. publications of the Russian Federation.

It should be emphasized that in recent years the Central Library has been working on a large-scale implementation of automation tools in library processes. The library has acquired the IRBIS-64 program, and employees have been trained to implement and use it. Currently, the task is to create an electronic catalog, create thematic databases, etc. All this will provide the conditions necessary for the development of the exchange of electronic scientific information between our library and libraries of the CIS countries.
