The Third International Congress of Historical and Cultural Atlases (ECAI-Electronic Cultural Atlas Initiative) on the theme "Space and Time in Eurasia" was held in Moscow from May 29 to June 1, 2007. The Congress was held jointly by the Program of Electronic Historical and Cultural Atlases, the Department of Historical and Philological Sciences and the Department of Mathematical Sciences of the Russian Academy of Sciences, as well as the Society of Orientalists RAS. The Institute of Oriental Studies of the Russian Academy of Sciences was chosen as the base institute for the congress. The Russian Organizing Committee of the Congress was headed by R. B. Rybakov, Director of the Institute of Oriental Studies of the Russian Academy of Sciences.
The international congresses are initiated by ECAI, which is a research center of the Institute of Regional Studies at the University of California (Berkeley). The first ECAI workshop was held from November 18 to 24, 1997, at the University of San Francisco. Three months later, on February 14, 1998, the first meeting of the ECAI international working group was held at the University of California (Berkeley) to coordinate the process of creating historical and cultural atlases. Three months later, on May 15-18, 1998, the first ECAI presentations were presented at the annual conference of the Pacific Neighborhood Consortium in Taipei. On June 29-30, 1998, the fourth ECAI seminar was held at the University of Heidelberg. Over the next five years, 11 more ECAI seminars and conferences were held in different parts of the world - in North and Central America, in Europe and Australia, in East and South-East Asia. As a result of this activity, the First ECAI Congress was held from May 5 to May 10, 2004 at the University of California (Berkeley) with the support of the University's Geographic Information Center. The Second ECAI Congress was held on May 9-13, 2005 at the Department of Historical Geography of Fudan University.
